A one-time transfer of Windows Operation System software to another end user is provided under the Microsoft XP Service Pack 2 End User License Agreement (EULA). This transfer must include the Operation System and the Proof of License label (example below).

The transfer may NOT be an indirect transfer, such as a consignment. Prior to the transfer, the purchasing end user must agree to all the terms of the Microsoft EULA.

End users should:

1. Only transfer software licenses to the final end user.
2. Issue a formal transfer notice outlining the licenses transferred, retaining a copy for record keeping.
3. Maintain ownership, and physical custody if possible, of licenses prior to transfer.

Resellers should:

1. NEVER take ownership of the Operation System licenses
2. Always match end user with end user for transfer of licenses
